KSAs (Knowledge, Skills, and Ability Statements)

The federal government wants to ensure that they appropriately match each applicant to the job. In addition to a federal resume, some federal agencies require KSAs to be developed in response to specific questions relating to the federal job.

  • A KSA is comprised of one or two very specific examples of your experience and developed in a CCAR (Content, Challenge, Action and Result) statement.
  • When writing a KSA you must tell a story of a situation combined with your experience. A KSA may also be asked in the form of or called an Essay Question.
  • Each KSA must be concise, powerful, include the CCAR and specifically address the question asked.

What are KSAs?

Some Federal job announcements require additional statements, these statements are known as KSAs - Knowledge, Skills, and Ability statements. They also may be called Selective Factors, Key Elements, TQs (Technical Qualification statements), KSAOs (Knowledge, Skills, Abilities, and Other Characteristics). If asked for, they are required.

What Do KSAs Require?

These questions require separate answers to questions related to the job for which you are applying.. You need to read each announcement carefully for the requirements regarding KSAs.

How Do You Answer KSAs?

Each KSA must be addressed in a CCAR (Content, Challenge, Action and Result) statement. Each answer is graded from 5 to 20 points per answer by the hiring manager and is critical to a ranking as "qualified" or "best qualified".

What Do We Recommend?

FederalJobResume.com can write both your KSAs and Federal Resume. In this way your submission is a complete package representing you at your best, with the Federal Resume including all pertinent information in the KSAs. However, FederalJobResum.com can prepare just the KSAs on your behalf.

See what a few of our satisfied military clients had to say:

I signed on as a Budget Analyst at the GS-11 grade. Thanks to the military resume you developed for me. Started my terminal leave from the Coast Guard today and start my new job soon.

Senior Chief Yaglowski (Retired)

--------------------------------------------------------------------------------

I was really and honestly surprised by your going to your boss to request approval to do this for me and my family. If you have the opportunity please extend my sincere appreciation to your company President, Barbara Adams too. I can't believe that you all did this for us. Speaking honestly...this past year has been nothing but an uphill fight and so few things came easily.

I am so proud that I chose your company last year to help me with resumes and such. For once something panned out and it did not require doctors, medicine, referrals and hours in prayer. Not only do you provide quality products with attention to detail, but there is genuine compassion and understanding at your end as well. You have gained a loyal customer and friend just because of your integrity and honest dealings with the everyday person.

At this time I am so happy I could jump over the moon!! It has been nice working with you and thank you for the excellent job on my military resume.

Also...with your permission I would like to recommend you to a few Marines that I know are getting out and retiring here at my location.

J.H. Gy, Sgt. - Armory Chief

--------------------------------------------------------------------------------

Two weeks after I turned in my application for the federal position I interviewed and a week later I was hired. The interviewer said after the hiring process was complete that my resume and KSAs were some of the best that he has ever seen.

D. Simmons, US Army

--------------------------------------------------------------------------------

I would like to express my gratitude on the excellent service you provided to me on my resume and KSAs. Like I said before, the context and format was excellent on the first draft, and I appreciate your understanding concerning the sensitivity of my current job. I would also like to personally thank you for your availability, your patience, and being able to put my experiences on paper. I would highly recommend your services to my co-workers. Thank you for all that you’ve done.

SES/Senior Executive Service

Leaders chosen for SES positions possess well-honed executive skills and share a broad perspective of government and a public service commitment. The SES was designed to be a corps of executives selected for their leadership qualifications. SES personnel serve in key positions just below presidential appointees, and are a major link between these appointees and the rest of the Federal workforce. They operate and oversee nearly every government activity in approximately 75 Federal agencies.

The SES application includes:

  • Federal Resume
  • Executive Core Qualifications (ECQs)
  • Technical Qualfications (TQs) or other Required Factors
  • Managerial Technical Qualifications (MTQs) or Professional Technical Qualifications (PTQs)
  • Cover Letter

Executive Core Qualifications (ECQs)

ECQ essays are required for entry into the SES and are used by many departments and agencies in selection, performance management and leadership development for management and executive positions. The ECQs define the competencies to build a Federal corporate culture to drive for results, serve customers and build successful teams and coalitions within and outside the organization.

The ECQ essays:

  • Leading Change: This core qualification is the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent in this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
  • Leading People: This core qualification is the ability to lead people toward meeting the organization's vision, mission and goals. Inherent in this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork and supports constructive resolution of conflicts
  • Results Driven: This core qualification is the ability to meet organizational goals and customer expectations. Inherent in this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
  • Business Acumen: This core qualification is the ability to manage human, financial and information resources strategically.
  • Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
